Census van comes to town - Coeur d'Alene Press Posted: 17 Mar 2010 12:03 AM PDT COEUR d'ALENE - Susan Weathers gazed at the piles of pamphlets, key chains and pens at the display for the 2010 Census Portrait of America Road Tour on Tuesday. Not only would it help her learn about decennial count, she said, it might help her son find work, too. "He was a construction worker, and has been out of work since last year," Weathers said. "For some people, this census came just in time." At the big blue van parked outside the Coeur d'Alene Public Library Tuesday, a census spokesperson assured Weathers that those hired as census workers can tally up to 40 hours a week at $12.25 an hour. "It's not as much as he made before, but it's more than he's making now," Weathers said as she stopped to pick up other information brochures. She expected to learn other things about the census there, she added. "If people ask me (about the census), I can tell them, 'You need to get involved!'" she said. Any and all census questions are welcome at the census regional road tour, a national initiative provided by the federal government. After stopping by Coeur d'Alene on Tuesday, the tour van will park at Post Falls City Hall today from 9:30 a.m. to 12:30 p.m., offering several census representatives to answer questions, as well as prominent displays explaining the census questions and why they're necessary. There are even computers set up to allow folks to access the 2010 Census Web site. The driving point, said Guadalupe Lopez, census partnership assistant for the Bonner and Boundary county areas, is to encourage folks to fill out their census forms and mail them back. "There are some areas with low response rates," she said. On Tuesday, several people drifted down to the setup to peruse the information tables. Judith Conant with Mountain View Elementary School corralled several students to look at the photos on the side of the van. The colorful display is intriguing to people of all ages, Conant said. "The census is something their parents are receiving right now, and they're curious," she said. "We've studied statistics and past almanacs, and they're wanting to know more about how that information is obtained." Richard Patterson of Harrison dropped by to see if he could get any updates on the census employment test he took three weeks ago. "I did it 10 years ago, and I really enjoyed it. Just getting out and meeting people," he said. He hoped lots of others examined the information posted on the displays, he added. "It's important we get a fair share of the taxes we send to D.C.," he said of how the census determines federal funding allotted to states. Census spokesperson Gregory Roberts, from the Seattle regional office, said the more folks who mail in their census forms, the more taxpayer money is saved, as it costs roughly $57 to send a census worker to interview an individual who didn't fill out a questionnaire. "If 75 percent mail back their forms, that will amount to $85 million less (the government spends) than if 74 percent filled theirs out," Roberts said. If folks don't mail their forms and can't be accessed by census workers, he added, census staff will find out what they can from neighbors and postal workers. "The Constitution doesn't say count only the people who fill out their forms," he said. "It says count everybody." More about cdapress

| The government should be applauded for its courageous steps, by Turkish standards, in taking a determined stance to settle its score with coup planners regardless of their rank within the once-untouchable TSK. Unfortunately, it has not been courageous enough in the introduction of legal measures to ensure that the military will not dare to stage or plan coups, intervening in the political process in this country. The TSK headquarters, which has badly tarnished its own image by either knowingly or unknowingly allowing some of its members to be involved in unconstitutional acts, such as triggering armed unrest to unseat the government, does not appear to have learned adequate lessons. One supporting piece of evidence is a suggestion the TSK made through a professor that it wishes to conform to a Cold War model in the 21st century. In the meantime, I should emphasize that the duty of ensuring the democratic civilian control of the armed forces falls under the responsibility of the political authorities. In other words, it is not the military's responsibility to offer and dictate a model for itself, although the views of uniformed men should be taken into consideration provided that they fall in line with the standards of democratic civilian control. Professor Metin Heper of Ankara-based Bilkent University suggested, quoting Turkish Chief of General Staff Gen. İlker Başbuğ, a model for the TSK that recalls, however, the army model of the Cold War era (Professor Metin Heper, Star Açık Görüş supplement, March 7). The supplement describes Professor Heper as one of the academics that Gen. Başbuğ uses as a reference, but the whole article itself gives the strong impression that it was actually written by the top commander himself. "The reason that lies behind Gen. Başbuğ's opinion that in military-civilian relations the last word lies with civilians is his linkage to the opinion of objective control but not subjective control of the armed forces. … Objective control envisages a professional army fulfilling its duties well enough while trying to stay out of politics," says Professor Heper. In his book "The Soldier and the State: The Theory and Politics of Civil-Military Relations," published in 1957, political scientist Samuel P. Huntington advances the theory of objective civilian control, according to which the optimal means of asserting control over the armed forces is to professionalize them. This is in contrast with subjective control, which involves placing legal and institutional restrictions on the military's autonomy. Gen. Başbuğ's model is based on Huntington's objective control theory written 53 years ago, falling short of reflecting a model that fits 21st century armies whose democratic civilian control is ensured. Let's take Chile as an example. The Chilean army, like all other armies in Latin America before they were fully taken under the democratic civilian control of the political authorities, was highly professional. But this did not prevent them from being brutal and acting like a war machine. Therefore, Gen. Başbuğ's model suggested for the TSK cannot be applicable in today's world, where democratic civilian control of the army, but not "Civilian control," as suggested by Huntington 53 years ago, is valid. Therefore, in today's world, there needs to be societal democratic civilian control over the armed forces so that democracy can function fully. I suggest that Professor Heper carefully read at least two security almanacs published by the İstanbul-based Turkish Economic and Social Studies Foundation (TESEV), if not other international literature on the models required for armed forces. When Emily spots Meg in Old Town, she panics. Meg quickly assures Emily that she's allowed to be out and about. Paul joins them and Eliza makes everyone uncomfortable by calling Emily "Mama" again. Meg takes Eliza and she and Paul spend some quality time together. Paul returns home to Emily and asks her if she minded that he spent so much time with Meg. Emily assures him she's ok with it, and Paul gently urges her to keep her relationship with Eliza realistic and not send her confusing messages. Emily's somewhat defensive. Meanwhile, back at Deerbrook, Meg asks her therapist if she can have an overnight with her daughter. Luke watches as an old client of Reid's attack him and accuse him of killing his daughter. Luke follows Reid after the ambush, but Reid won't give him any details about the history of the incident. Reid takes out his frustration on a nurse. Luke goes home, but missed reuniting with Holden who has taken Faith back to school with Lily. Lucinda consoles Luke after his break up with Noah. Luke notices someone out on the terrace and hoping it's Noah, he rushes out. It's Reid. Reid admits the daughter of Judd, the guy who attacked him, did die under his watch but only because the tumor she had was inoperable. Luke respects Reid as a doctor. Reid's flattered and assures Luke he won't murder Noah. Luke admits to Reid that they broke-up. Reid winds up insulting Luke instead of consoling him. They share a moment fraught with sexual tension, and Reid leaves. Molly discovers Faith was suspended from school. Faith assures Molly that she'll explain everything to Lily and Holden. Instead, Faith lets them drop her off back at school. When Lily and Holden return home, Molly realizes Faith didn't confide in them. Molly informs them that Faith was suspended for drug use. Lily and Holden are horrified and much to Molly's displeasure, Lily takes comfort in Holden's arms. Tuesday, March 16th #13729 Katie wants to seal the deal with Henry so he can't back out of donating the money to the hospital. Katie and Reid get Henry to write the check in front of them and Vienna. They go to WOAK so Katie can do a piece about the new wing of the hospital to be named after Brad. Kim and Bob are there for the segment of the show. Barbara's tagged along. When Henry and Barbara run into each other they share a heated moment. Barbara almost confesses to Henry that she loves him. After they finish taping, they go to the Lakeview to celebrate. There, Henry and Barbara talk in the elevator and share that they just want someone to love them for who they are, not who they are supposed be. They almost kiss, but the elevator opens and Barbara makes a quick exit. Henry avoids Vienna, who's looking for him. Chris runs into Alison. Alison's standoffish and insists they can't be close because of the way she's treated his family, particularly Chris and Casey. Chris insists no one holds a grudge, but Alison's determined to keep their relationship professional. Bob, Kim and Katie are suspicious about Chris' feelings towards Alison. Luke explains to Noah that if Noah can't commit to him wholeheartedly then they can't be together. Noah admits that he can't give Luke what he wants and they share a regretful goodbye. Luke runs into Reid, but won't give him the satisfaction of knowing that Luke and Noah broke up. A stranger confronts Reid for being a murderer. Alison runs into dejected Noah, and offers to be his roommate. Noah takes her up on it. Monday, March 15th #13728 Jack yells at Dusty for moving in on his family too soon, even willing to fight over it. They cool off when Liberty calls Janet and needs to see her. Dusty, Janet, Jack and Carly fly up to Minnesota to see Liberty and Parker. A decision has to be made about continuing Liberty's treatment. Liberty wants to keep going with it. Dusty would cover it but Jack insists he will make sure his insurance will cover it. Janet explains to Liberty that she's pregnant and Liberty is livid with Jack for letting this happen. Janet consoles Liberty and explains it's not just about the chance for a donor. Dusty asks for a minute alone and reveals to Liberty that he wants to marry Janet. Liberty's moved and calls Janet in. Dusty gives Janet a ring, as Jack enters. Jack's not happy about it. In the end, Jack and Carly are left to enjoy the idea of being together. Vienna has a drink with Barbara and Henry. Barbara doesn't mention to Vienna about her and Henry's recent affair. Henry is appreciative. Vienna finds an earring in her bed, but she's okay with it since she and Henry were broken up. Vienna wants Henry to make love to her but he resists. Friday, March 12th #13727 Henry runs into Vienna, who's come back to town after hearing from Katie that Henry would be donating the Stenbeck inheritance to the hospital. Henry's floored that she's back and doesn't correct her by letting her know he has not, in fact, decided to do any such thing. Henry and Vienna share a meal at Al's where Katie urges Henry to make the donation and recommit to Vienna. Vienna kisses Henry at the Lakeview right as Barbara walks into the room. Katie and Reid hang out in Old Town before his flight back to Texas. Luke sees Reid acting sweet to Jacob and he's surprised. Katie runs off to see Vienna and Henry, leaving Reid and Luke to argue about each other's personalities. Luke thinks Reid is biased against Luke because he's gay. Reid informs Luke that he's not biased, because he himself is gay. Luke's shocked, but Reid thinks it's perfectly normal to have not shared personal information with his clients and patients. Luke thinks he knows Reid's actually a nice person, and his bad guy exterior is just an act. Katie returns claiming Henry really will make the donation to the hospital, but Reid isn't sure he wants to stay. At Janet's doctor's appointment, they discover the baby must be Jack's. Carly assures Jack they'll work it out. Dusty explains to Janet that he still wants to marry her, but reluctantly Janet refuses. Carly confronts Janet to let her know that she's not going anywhere. Dusty informs Jack that he'll take care of Janet. Thursday, March 11th #13726 Henry and Barbara enjoy each other's company in public and in front of Kim. Barbara's pleased Henry's not covering up their relationship any more. Katie's worried Jacob swallowed a button, but in her hast to get to the hospital she's almost mowed down by Chris Hughes. Chris checks Jacob out. Jacob's fine, but Chris is horrified to learn Katie lives with Reid, who Chris considers a man of questionable morals. Katie talks to Reid about how no one likes him but her. Henry arrives just in time to catch Reid and Katie hugging, but Chris assures alarmed Henry not to fret. Reid is gay. Henry forgets to mention to Katie that he's seeing Barbara, before she slams the door on him for being so hung up on Reid and his sexuality. When Henry returns to Barbara she forgives him and they decide to make love instead of revealing their relationship to the world just yet. In the lobby, Vienna checks in. Noah comforts Luke about Damian and gives him the papers Damian must sign to nullify the adoption. Luke's upset Noah's leaving him, but takes him to the hospital for his last visit. They share a brief goodbye. Luke confronts Reid twice about his lack of understanding when it comes to Luke's personality. Reid and Luke both become more curious about each other. Bob and Kim are thrilled Chris is back. Chris makes it clear he wants to come home, but thinks he's out of luck when it comes to relationships. Wednesday, March 10th #13725 Lily and Molly try to trick Damian into submission by fake fighting with each other and then attacking him. They fail. Holden arrives. Damian draws his gun and he and Holden verbally abuse each other about their failings in their relationships with Lily. Holden informs Damian that what Lily and Holden have is pure. Molly breaks out of the closet Damian locked her in, distracting Damian. Holden lunges at him. The gun goes off, but no one is injured and Damian is hauled off to the police station by the cops. Molly's hurt by Holden's declaration of pure love with Lily, but he assures her he's committed to Molly now. Luke confronts Faith about her role in the Damian scheme. Faith's so unresponsive that he realizes she's been popping pills. Faith reluctantly gives Luke her pills. Lily and Faith reunite too but Lily's also suspicious about Faith's relationship with Damian. Luke assures Damian he will never be fooled by him again. Damian is led away by a cop. Emily hints to Paul that Damian's not the only one responsible for putting Meg in a mental hospital. Paul's offended and when Emily explains to him Meg asked her to play Mom to Eliza, Paul tries to make things right by convincing Meg she needs Eliza. Paul takes Eliza to the hospital, but Meg's not persuaded she can be saved and be the mother Eliza needs her to be. Emily bonds with Eliza. Monday, March 8th #13723 Holden is frustrated, stuck in the police station. Molly speaks to Ms. Gibson, Faith's headmistress, posing as Faith's mom. Ms. Gibson recognizes Molly from TV and says she can't help. Molly counters that Ms. Gibson released Faith to someone, not her father. Molly hears a description and knows it was Damian. Molly returns and explains everything to Holden. Walking down a corridor out to the vehicle, Holden knocks out the guard and frees himself. Damian wants Faith to lead Lily to a house in Forest Hills, just outside Oakdale. Faith says she needs a ride to see her friend Deanna, and Lily obliges. Faith eventually reveals to Lily that Max is Damian. Lily's horrified, but goes to see Damian. Jack finds out that Janet is pregnant. Dusty tries to convince Janet it'd be all right if the baby were theirs. Carly explains to a thrilled Sage that she and Jack are basically together again. Friday, March 5th #13722 Craig gives Parker limited access to his own trust fund, to be used with Jack and Carly's permission. Parker goes to Minneapolis to visit Liberty, despite her wishes. Parker makes her laugh and takes some of the edge off. They joke about his possible little brother, calling him Osso Buco. Dusty asks Janet to marry him. Dusty's tired of the way things are among Jack, Janet and Carly. Janet is so surprised that she faints. They go to the hospital. Liberty speaks with Jack and pleads with him not to bring a child into the world under these particular circumstances. Jack explains to Janet that he can't give her a baby. Later, Janet hears that she's pregnant. Later, Jack admits to Carly they belong together. Thursday, March 4th #13721 Faith tries to divert the security guard to let Damian in to see Lily, but it doesn't quite work. Molly continues to be curious about Faith, and so calls the headmistress at Faith's boarding school. Molly hears that Faith's father was there to pick her up, and Molly is startled and confused. Faith apologizes to Damian for not affording him the chance to see Lily. Carly looks into IVF and runs the idea past Janet and Jack. Carly thinks it's an ideal solution for Jack and Janet to have the child they're looking for without actually sleeping together, which would sadden Carly. Janet considers it, but isn't sure about the idea of quintuplets. Carly suggests giving them away, which Janet passes along to Jack, who himself isn't sure he could do that. Wednesday, March 3rd #13720 Lily's thrilled Faith's returned home, not realizing Faith's return was set up by Damian. Lily and Faith visit Holden. Damian tries to break into Lily's house, but the presence of the security guard scares him off. Faith's really upset by seeing Holden in prison and when she gets a text from Damian, as "Max", she runs out explaining she must take her English Literature exam as an oral on the phone. Faith runs right into Molly, who's concerned about her. Faith blows Molly off and goes to Damian. Faith asks Damian when he's going to be able to let people know he's not dead so Holden can get out of jail. Damian promises he'll do it soon. Meanwhile, back at the police station, Molly relays to Holden about her run in with an agitated Faith. Holden urges Molly to reach out to a clearly troubled Faith. Back at Lily's, Faith distracts the security guard so Damian can sneak in the house and talk to Lily. Reid has a hearing about whether or not he can leave town. Bob and Kim stand up for Reid, much to Reid's surprise. Luke admits to the judge that he should have never pressed charges to begin with. The judge is about to drop Reid's case, but Henry says Reid is a criminal for keeping him hostage with a fake diagnosis of TB. The judge let's Reid go despite Henry's charges. Katie's delighted for Reid and livid at Henry. Reid explains to Bob that he'd stay if the hospital had better facilities, but Bob says they don't have the funding. Katie asks Henry to donate his money to the hospital. Henry won't. At the hospital Reid thanks Luke for standing up for him in the court room. There's a thaw between Reid and Luke, until Reid lets it drop that he is indeed going to leave town now that he has the opportunity too. Luke's upset and thought Reid wouldn't abandon Noah's case. Reid explains to Luke that Noah's going to Dallas with him. Luke confronts Noah, but Noah assures Luke that it's not about their relationship. Luke begs Reid not to leave, but Reid assures Luke he's going to make Noah well and that's the point. Devastated, Luke lets him walk away. Tuesday, March 2nd #13719 Craig's livid to discover Carly's only dragged him to Minnesota so she can go after Jack. Craig locks her in the hotel room. Meanwhile, Jack confronts Janet and Dusty about their infidelity. Dusty claims that he loves Janet. Janet won't beg for Jack to forgive her, because all she can do is focus on Liberty. Carly interrupts their conversation, having broken out of the hotel room. Craig joins the group as well. Carly announces to everyone that Jack planned to return to her, and leave Janet, before he found out that Liberty was sick. Carly thinks that now that the truths out everyone can be with who they want to be, but Dusty notes it's not that simple. Jack forces everyone out so he can talk to Janet alone. Janet asks him point blank if he's in love with Carly and he says yes. Janet and Jack agree they should get an annulment, but Janet still wants to have a baby for Liberty. Dusty and Craig try to drink their sorrows away, while Carly settles for a chocolate bar. Faith's in trouble at school for having pot. The headmistress calls her in, and Damian's there, pretending to be her father. Damian gets her off the hook, on the condition she comes with him. Damian explains to Faith that she must work for him, in order to clear Holden's name. Faith reluctantly agrees. Molly visits Holden in jail and they agree Damian must've set up the body to be identified as his as some part of his scheme. Lily arrives and Molly takes her leave. Lily brings Natalie and Ethan and Holden's touched. Holden wants Lily to take the kids and leave town, but Lily won't abandon him or Damian's case. Monday, March 1st #13718 Carly finishes explaining to Jack about Janet and Dusty and how upset it makes her to see Jack torture himself when this is going on. Carly thinks this changes everything, but Jack disagrees. Jack has to go work it out. Jack goes to Metro to see Dusty but hears he's out of town, and guesses Minneapolis. Liberty prepares for a treatment and Janet stays behind. Dusty returns to the hotel to find Jack who wants to discuss the Janet situation. Jack defends his marriage while Dusty criticizes that they haven't been there for each other. Dusty admits he's in love with Janet, just before Janet arrives. Reid suggests to Katie that she take Henry's offer of the Stenbeck fortune. Barbara and Henry have just enjoyed another romantic night, when Katie arrives to talk to Henry. Henry makes Barbara hide. Barbara is angry with Henry, and storms out, slamming the door on his hand. Barbara then confronts Katie about the money. Henry goes to the hospital and reluctantly receives treatment from Reid. Reid is direct with Henry, saying flat out that Henry himself thinks he's not good enough for Katie.
